This responds to your September 8, 1996, appeal to your Freedom of Information Act request regarding plague vaccine lot 10H03A. The Defense Personnel Support Center provided you with details of the vaccine purchase, storage, and shipment but could not provide records pertaining to the physical transfer of the vaccine from US hands to the UK. Because this portion of your FOIA request involved programs and functions outside the DLA mission, we would not have responsive documents within our files.
If the vaccine transfer did, in fact, take place, the US Central Command would have been involved. Accordingly, we have asked them to conduct a search on your behalf and reply directly to you with their findings.
