This letter is in reply to your FOIA request, dated 8 Sep 96, recieved by US Central Command (USCENTCOM) on 4 Dec 96. You requested information regarding physical transfer of plague vaccine lot 10H03A.

We conducted a thorough search and while we found no USCENTCOM records, we did find one classified document that may be responsive to your request. We have referred that document to the Defense Intelligence Agency, Atten: RTS-1, Washington, DC 20340-3299, for review and possible decalssification. They will respond directly to you.

While we are aware that British Forces recieved plague vaccine during the Persian Gulf War, USCENTCOM did not recommend administration of plague vaccine for United States service members. USCENTCOM did not track specific lot numbers of vaccines shipped during Operations Desert Shiled/Desert Storm.

Should you deem the no records response to be an adverse determination, you may appeal this finding by offering justification to support an additional search effort. Any such appeal should be forwarded within 60 calendar days of the date above to the Office of the Assistant to the Secretary of Defense for Public Affairs, Directorate for Freedom of Information and Securtity Review, Room 2C757, 1400 Defense Pentagon, Washington, DC 20301-1400
