Freedom Of Information Act Letter #5

So, on 9 May 1996 I wrote to Mrs Lisacchi:

Your Reference: 95-M-205a

Dear Mrs Lisacchi,

over the last year or more I have been trying to trace a batch of vaccine that was used in the Persian Gulf War of 1991, namely Plague vaccine Lot No 10H03A. I thank your department for the previous work that has been done on this subject for me in the in the past, however, I now find that I have to request your departments help once again.

Following on from your correspondence last year, dated 28 Sept 95, I have had a meeting with our Prime Minister, who I asked to find out how the UK troops came to get the above named vaccine. I drew a blank there!

Briefly, the vaccine was licensed in the US and Canada and was available in the UK on named patient basis, I have been told by the manufacturers, their UK subsidiary and yourselves that the vaccine with this Lot No was only procured for use by your forces but not any foreign forces, also that no approach was made by the UK authorities to obtain any of this vaccine with this lot number. You have also informed me that the batch was shipped to the Gulf for use by your medical personnel.

What I really need to know is how did this vaccine pass into UK hands to be given to the UK troops. I know you said that you couldn't help further, but there must be some recording action as to the disposal of medical items such as this, if you can't help perhaps you could pass me onto someone else who may be able to. If this is your course of action could you please let me know who you pass my letter on to.
